### Summary
Since 1924, the St. Cloud VA Health Care System (VAHCS) has delivered excellence in health care and compassionate service to central Minnesota Veterans in an inviting and welcoming environment close to home. We serve over 39,000 Veterans per year at the medical center in St. Cloud, and at three Community Based Outpatient Clinics located in Alexandria, Brainerd, and Montevideo.

### Responsibilities
Incumbent provides employee and labor relations to assigned organizations. Provides guidance, consultation, advice and assistance to management on all aspects of employee and labor relations issues. This includes, but not limited to: grievances, disciplinary and adverse actions, leave and absences, hours of work, performance management, honorary and incentive awards, supervisory records, code of ethics, drug and alcohol abuse, administrative grievances complaints and/or appeals, physically restricted employees and suitability. Develops and proposes courses of action to resolve problems based on knowledge and interpretation of administrative case law, regulations, policies, and judgment. Incumbent participates in negotiation proceedings for all activities covered by negotiated agreements. Develops and conducts monthly training to all levels of management focusing on trended or cyclical topics. Incumbent participates in negotiation proceedings for all activities covered by negotiated agreements. May serve in capacity on the various negotiating committees exercising responsibility for participating in, formulating, and or presenting various collective bargaining issues and demands; preparing draft agreements; resolving disputes arising out of the bargaining process, and acting as local interpreter of laws, regulations, Executive Orders and decisions of appropriate labor relations authorities.
**Work Schedule:** Administrative Days Monday - Friday 8:00am - 4:30pm

### Qualifications
**To qualify for this position,** applicants must meet all requirements by the closing date of this announcement.
**GS-11 grade level:** One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
**OR**
Three (3) years of progressively higher graduate education leading to such a degree of a Ph.D.
**OR**
Equivalent doctoral degree or LL.M.
**Applicants may also combine education and experience to qualify at the GS-11 level.**
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Interchange Agreements:** Hybrid T38 and Title 38 employees must have at least 1 year of continuous full-time T38/Hybrid T38 service in order to be eligible for conversion to a competitive service position under VA interchange agreements.
